For a University of Oxford degree certificate for use in Qatar, the London consular submission needs the degree certificate or diploma, its academic transcript and a supporting letter from the issuing educational institution. Each of these three documents must be certified separately by a UK solicitor or notary public and receive its own UK FCDO apostille before submission together for Qatari Consulate in London legalisation.
Ginkgo Advisory provides a London-based, solicitor-led service for Oxford academic documents, including our solicitor\’s certification, separate UK FCDO apostilles and Qatari consular legalisation. The service is also commonly described as Qatar Embassy attestation in London or Oxford degree attestation for Qatar.
Oxford degree legalisation for Qatar: the three-document requirement
Prepare the following documents together for the educational submission. Their certification and apostilles must remain separate.
| Educational document | UK preparation | London consular submission |
|---|---|---|
| Oxford degree certificate or diploma | Separate solicitor or notary certification and its own FCDO apostille | Submit with the transcript and institution\’s letter |
| Academic transcript | Separate solicitor or notary certification and its own FCDO apostille | Submit with the qualification certificate and institution\’s letter |
| Cover letter from the issuing educational institution | Separate solicitor or notary certification and its own FCDO apostille | Submit with the qualification certificate and transcript |
Documents notarised and apostilled as a bundle are not accepted under any circumstances for this submission. Each document must be apostilled separately. One apostille attached to a combined certificate, transcript and letter does not meet the requirement. Submitting three individually prepared documents in the same application is different from binding them under one certification or apostille.
These requirements concern the educational legalisation process through the Consular Section of the Embassy of the State of Qatar in London. The Qatari mission\’s educational document guidance and our Qatar Embassy legalisation service provide the wider submission context.
What must Oxford\’s supporting cover letter confirm?
The letter must come from the issuing educational institution. A personal explanation, employer\’s letter or letter written by a document agent cannot supply the institution\’s confirmation. Ask the relevant Oxford records team to address every point below:
- Authenticity: confirmation that the qualification and certificate are genuine.
- Mode and format of study: whether the programme was full-time or part-time, and whether learning was face-to-face, distance learning, online or e-learning.
- Locations: where the course was studied and where examinations were held.
- Award title and level: the exact qualification awarded, such as BA, BSc, a named master\’s degree or doctorate, using the title on the Oxford record.
- Course duration: the length of the programme.
- Actual attendance dates: the start and end dates of study, rather than only the graduation or certificate issue date.
Request a Qatar-specific institutional letter rather than assuming a standard degree confirmation letter contains every required detail. In particular, check the study and examination locations, delivery format, authenticity confirmation and actual dates. The institutional letter is itself an educational document requiring separate certification and an individual FCDO apostille.
The institution\’s academic letter is also distinct from the consular department\’s own submission covering form. Completing an application form does not replace the university\’s letter.
Which University of Oxford records should you obtain?
Degree certificate and formal conferral
Oxford issues degree certificates after formal conferral at a degree ceremony, attended in person or taken in absentia. Its degree certificate and letter guidance explains the process and replacement route. Graduates must request certificates themselves; Oxford does not accept certificate requests from third parties acting for them.
If your degree has not yet been conferred, establish the acceptable document route before booking legalisation. Oxford\’s digital Degree Confirmation Letter can evidence a completed award, but that does not establish that the Qatari Consulate will accept it instead of the required degree certificate.
Transcript availability depends on the Oxford course
Consult Oxford\’s academic transcript guidance before ordering. The University does not issue standard transcripts for postgraduate research degrees such as the DPhil; older records and some courses have separate arrangements. Its eDocuments guidance identifies a research transcript letter explaining the absence of a standard transcript.
If your course has no conventional transcript, identify the official academic record Oxford can provide and seek written consular confirmation of the proposed alternative before certification. A university\’s inability to issue a transcript does not itself remove Qatar\’s supporting-document requirement.
Digital Oxford records and paper legalisation
Oxford\’s eDocuments service allows eligible graduates to share official academic records with third parties and supports document verification. Available records depend on the course and study period. Digital access can help our solicitor review the academic evidence, but the consular submission still needs the prescribed document preparation.
Share documents through their official verification route where available. Before ordering a paper copy or electronic apostille, establish the format accepted for the intended London submission. Availability of an Oxford PDF or an FCDO e-Apostille does not establish consular acceptance of that format.
Our solicitor certification, UK FCDO apostille and Qatari Consulate service
- Review the Oxford document set. Send the degree certificate, transcript, institutional cover letter and the Qatar recipient\’s instructions. Tell us about previous legalisation, the study format and any missing records so these can be addressed before the submission is prepared.
- Certify each document separately. Our UK solicitor reviews the available documents and verification evidence and prepares the appropriate certification for each item. A true-copy certification records that a copy matches the document examined; any additional authenticity verification must reflect the checks actually performed.
- Arrange a separate UK FCDO apostille for each document. The FCDO authenticates the relevant signature, stamp or seal. It does not decide whether a degree meets Qatar\’s academic recognition or employment criteria. The certificate, transcript and institutional letter each require their own apostille.
- Submit the individually prepared documents together to the Qatari Consulate in London. We arrange the consular legalisation stage after the UK preparation is complete, subject to the Consulate\’s assessment and any further document requests.
- Confirm the next stage in Qatar. Your employer or Qatar adviser should establish the onward Ministry of Foreign Affairs (MOFA) attestation and receiving-authority requirements for the intended use.
The GOV.UK apostille guidance explains UK certification and apostille formats. The UK guidance on legalisation for Qatar also describes the London embassy stage followed by Ministry of Foreign Affairs attestation in Qatar.
For the three-document educational set, budget for three separate certification and apostille preparations. The quotation should identify our professional fees, FCDO charges, consular charges and delivery. University document retrieval and each official processing stage affect the overall timetable.
If your Oxford degree or transcript was legalised previously
If the degree certificate or transcript has already been legalised, provide a copy of that previously legalised document alongside the new educational document requiring legalisation. Include the existing certification, apostille and consular endorsement so the earlier preparation can be reviewed.
For example, where the degree certificate was legalised previously and a transcript now needs legalisation, provide the copy of the legalised certificate with the new transcript submission. Explain the history before arranging new work so the supporting set can be checked.
Distance learning, online study and Oxford qualifications
Do not assume that an online or distance-learning qualification is eligible for Qatar legalisation. The London mission\’s published guidance excludes distance-learning and online awards but describes an exception for postgraduate MSc and PhD degrees. That wording should not be treated as automatic approval for an Oxford programme or assumed to cover every master\’s or doctoral title.
For any distance-learning, online or mixed-delivery course, obtain written confirmation of eligibility for the specific award before paying for certification and apostilles. The institutional letter must describe the actual study arrangements accurately. An apostille does not change how a programme was delivered or resolve an eligibility issue.
Additional checks for use in Qatar
For bachelor\’s degree cases, the mission\’s published guidance also lists evidence of UK study-period immigration permission or a UK/EU passport. Establish the evidence relevant to your circumstances, including the accepted form of current digital immigration records where applicable.
If your Oxford documents are intended for a Qatar work visa, employment, professional registration or further study, obtain the recipient\’s written instructions as well. Ask about name differences, translations, academic recognition and any further local attestation. These checks help identify the correct documents before the UK legalisation work begins.
Frequently asked questions: Oxford degree attestation for Qatar
Can Ginkgo Advisory\’s solicitor certify my Oxford degree for Qatar?
Our UK solicitor can review your Oxford academic documents and provide the appropriate certification for the proposed submission. Each educational item must be certified individually before its own FCDO apostille and the Qatari Consulate stage.
Do I need both the Oxford certificate and transcript?
Yes. For this educational legalisation route, the qualification certificate must be supported by its transcript and the issuing institution\’s cover letter. Where Oxford does not issue a conventional transcript, obtain confirmation of an acceptable alternative before proceeding.
Can one apostille cover the degree, transcript and letter?
No. Each document requires its own certification and FCDO apostille. A notarised or apostilled bundle is not accepted. The three separately prepared documents are submitted together.
Does the university cover letter need an apostille too?
Yes. The institutional letter is one of the three educational documents. It must be certified separately and receive its own apostille before the consular submission.
Is an FCDO apostille enough for the Qatar consular route?
The apostille is the UK authentication stage. It must be followed by Qatari Consulate legalisation in London for this route. Establish the onward MOFA and recipient requirements in Qatar as part of planning the completed submission.
Are original documents or solicitor-certified copies used?
The mission\’s published instructions allow originals or true copies, with individual certification and apostilles. Review the exact Oxford documents and the recipient\’s instructions before deciding which version to prepare.
What if my degree has already been legalised?
Supply a copy of the previously legalised degree certificate or transcript with the new educational document requiring legalisation, and explain which item is being added to the submission.
Will consular legalisation guarantee my Qatar work visa or recognition?
Consular legalisation completes a document authentication stage. The Qatar employer, immigration authority, educational authority or professional regulator assesses the separate application and any qualification recognition requirements.
