If MOHRE rejects your digitally attested UK degree, you may not need to legalise the degree again.
The UAE Embassy in London now uses digital attestation for UK documents. Therefore, newly attested degrees no longer rely on the old physical UAE pink stamp.
However, MOHRE can still reject an application if the digital reference, uploaded file or qualification-recognition record does not match its requirements.

The UAE Embassy confirms that UK-issued documents must first complete FCDO legalisation. It then issues the UAE Embassy and MoFA attestation through its current digital process.
UK degree attestation for UAE: the current process
The process has changed significantly since the UAE Embassy moved away from traditional physical attestation stickers.
Step 1 – UK solicitor certification
Many UK degree certificates first need certification by a practising UK solicitor or Notary Public.
We can review the degree and arrange the correct certification for the FCDO.
This stage matters because the FCDO needs an eligible UK signature before it can issue an Apostille on many academic documents.
Step 2 – Express FCDO Apostille
Next, we arrange the FCDO Apostille.
Where available, we can use an express paper Apostille route rather than leaving the client to manage the standard public process.
The FCDO Apostille authenticates the UK solicitor, notary or other eligible signature.
However, the Apostille is not the final UAE attestation.
Step 3 – UAE Embassy in London digital attestation
After the FCDO stage, the document can move to the UAE attestation process.
The UAE Embassy in London now handles UK documents through its digital attestation system.
Although the final UAE attestation is digital, the current London procedure still requires the physical document for processing.
Step 4 – UAE MoFA attestation
The current London digital workflow includes both:
- UAE Embassy in London attestation
- UAE Ministry of Foreign Affairs attestation
The applicant then receives a digitally attested document.
The UAE Embassy states that this completed digital document is ready for use within the UAE.

Does a digitally attested UK degree need the old pink stamp?
No, not under the current UAE Embassy in London process.
The old system used physical UAE Embassy and MoFA endorsements.
By contrast, the current system issues the UAE attestation digitally.
Therefore, a newly attested UK degree may return without the physical pink stamp that appears on older documents.
That does not mean the UAE attestation is missing.
Instead, the important evidence now includes:
- Digitally attested PDF
- Attestation Reference Number
- Issue date
- Online MoFA verification
The UAE Embassy specifically states that its digital attestation is an official UAE authentication and that the completed document is ready for use within the UAE.
Why can MOHRE still reject a digitally attested UK degree?
A MOHRE rejection can occur for several reasons.
Importantly, not all of them require a new Apostille or a new UAE attestation.
The problem usually falls into one of four areas.
1. MOHRE cannot match the digital attestation reference
First, MOHRE may have difficulty matching the electronic UAE reference to the academic certificate.
This can happen if the employer or PRO enters the wrong number.
It can also happen where a MOHRE field still refers to an older physical “label number”.
Therefore, the PRO should check the digital UAE attestation rather than trying to recreate an old pink-sticker reference.
2. The employer uploaded the wrong file
Next, MOHRE may have received only:
- The degree
- The FCDO Apostille
- A screenshot
- Part of the digital attestation
Instead, the employer should use the complete UAE digitally attested file where required.
In addition, the scan should be clear and complete.
3. The degree needs separate qualification recognition
A UAE-attested degree can still require a separate academic check.
MOHRE and the UAE Ministry of Higher Education and Scientific Research, or MoHESR, now share academic qualification data for private-sector employment.
MOHRE announced this digital integration in May 2025. Then, in February 2026, MOHRE said the linked system could verify academic qualification recognition for skilled workers in less than a minute.
Therefore, valid UAE attestation does not always end the academic-check process.
4. The work-permit category requires a specific qualification
Finally, MOHRE links academic requirements to the occupation’s skill level.
For example:
- Skill Levels 1 and 2 require a Bachelor’s degree or higher
- Skill Levels 3 and 4 require a Diploma or higher
- Skill Level 5 requires a High School Certificate
MOHRE does not require an academic certificate for Skill Levels 6 to 9 under its current overseas work-permit guidance.
Therefore, the employer should also check the proposed job title and skill level.
MOHRE rejected my digitally attested UK degree: what should I do?
Do not start the entire legalisation process again immediately.
Instead, work through the following checks.
1. Verify the UAE digital attestation
First, verify the completed UAE attestation.
Check:
- Attestation Reference Number
- Issue date
- Document holder’s name
- Degree details
If the UAE record verifies correctly, keep evidence of that result.
This gives you a clear starting point.
If the attestation does not verify, contact UAE MoFA or the UAE Embassy before resubmitting to MOHRE.
2. Check the FCDO Apostille
Next, make sure the FCDO Apostille relates to the correct degree or solicitor certification.
Check:
- Name
- Certification
- Solicitor or notary signature
- Apostille
- Degree pages
The UAE Embassy also states that it does not accept documents apostilled as a bundle. Separate documents should receive separate legalisation.
Therefore, a degree and transcript should not automatically share one Apostille.
3. Check the document uploaded to MOHRE
Then, ask the employer or PRO exactly what they uploaded.
They should normally have access to:
- Complete degree certificate
- FCDO Apostille
- Complete UAE digital attestation
- Attestation reference
- Passport
- Other required identification
A screenshot of the digital certificate may not provide enough information.
Therefore, use the full digital file wherever possible.
4. Check the digital attestation number
The employer or PRO should compare every number entered in MOHRE with the UAE digital attestation.
In particular, check fields such as:
- Certificate Certification Number
- Certificate Label Number
- Attestation Reference Number
- Attestation date
If the portal asks for a physical label number but the document only has a digital reference, the PRO should ask MOHRE how to complete that field for a current electronic attestation.
Do not invent a label number.
Likewise, do not use the FCDO Apostille number as a UAE MoFA reference unless MOHRE specifically instructs you to do so.
5. Obtain the exact MOHRE rejection message
A message such as “problem with degree” gives too little information.
Instead, ask the employer for:
- Exact rejection wording
- Screenshot
- MOHRE transaction number
- Rejection code
- Date of rejection
- Documents uploaded
- Previous complaint references
Then, use that information to identify the correct next step.

This distinction causes considerable confusion.
UAE degree attestation
Attestation confirms the document’s authentication chain.
For a UK degree, this can involve:
Solicitor certification → FCDO Apostille → UAE Embassy London → UAE MoFA
Degree verification
Verification checks whether the university actually issued the qualification.
MoHESR Qualification Recognition
Recognition considers the foreign academic qualification under the UAE higher-education framework.
MoHESR currently requires applicants to verify the degree with an authorised partner before applying for a Qualification Recognition Report. If the application meets all requirements, MoHESR says it can issue the report within two working days after verification.
Therefore, another FCDO Apostille will not solve a missing MoHESR recognition requirement.

Therefore, applicants should retain the digital file even after the original paper degree returns.
Do not rely only on the paper degree.

Nationality and MOHRE degree applications
The legalisation route for a UK-issued degree does not depend on the degree holder being British.
However, MOHRE can require extra identification documents from certain nationalities.
For example, its current overseas work-permit guidance requires workers from:
- Pakistan
- Afghanistan
- Iraq
- Iran
to provide a clear copy of both sides of their valid national ID card.
Therefore, an applicant can have a fully valid UK degree attestation but still face a work-permit problem because another required document is missing.
Check the complete application before assuming that the degree caused the rejection.

Do older UAE-attested degrees need new attestation?
Not automatically.
An older degree may carry:
