A UK birth certificate may be requested in Taiwan for immigration, residence, nationality or citizenship matters, household or family registration, marriage, school applications, inheritance, banking, KYC checks, court proceedings or another cross-border legal process.
For a birth registered in England or Wales, the usual UK-side process is:
- find the GRO index reference, where possible;
- order an official paper birth certificate from the General Register Office;
- arrange delivery to Ginkgo Advisory’s London office;
- obtain a UK FCDO paper apostille;
- complete authentication through the Taipei Representative Office in the UK; and
- arrange secure return delivery.

Important: This GRO Guide Covers England and Wales
The General Register Office process described below applies to births registered in England and Wales.
Scotland and Northern Ireland operate separate civil-registration systems. A Scottish or Northern Irish birth certificate can still require a UK apostille and Taiwan authentication, but it must first be obtained from the appropriate registry. GOV.UK expressly identifies different certificate-ordering processes for Scotland and Northern Ireland.
Births registered overseas through British consular or military systems may also require a different search and certificate-ordering route. Send us the available details before placing an order where the place or system of registration is unclear.

A birth certificate cannot proceed directly from an online index result to apostille. The GRO index reference is only a record locator. You must obtain an official physical certificate before the paper-apostille and TRO stages.
Does a UK Birth Certificate Need Solicitor Certification?
An official birth certificate issued by the GRO or a register office is a public-registry document. The FCDO can normally legalise the official certificate directly because birth, marriage and death certificates fall within the category of documents issued by a public registry.
Therefore, an official England and Wales birth certificate does not normally require separate solicitor certification before apostille.
This differs from documents such as passport copies, private letters, contracts or certain qualification documents, which may first need certification by a solicitor or notary.
A scan, screenshot or ordinary photocopy of a birth certificate is not a substitute for the official paper certificate. Where the original certificate has been lost, damaged or is unavailable, the safer route is to order a new official certified copy from the GRO or relevant register office.

What Is a GRO Index Reference Number?
A GRO index reference number identifies a civil-registration record held by the General Register Office.
All births registered in England or Wales have a GRO index reference. For older records, the reference commonly includes:
- the registration year;
- the registration quarter;
- the registration district;
- the volume number; and
- the page number.
After 1984, the indexes are organised by year rather than by quarterly volume in the same way as older records. The GRO reference helps the office locate the correct entry, particularly where the person has a common name.
The index reference is not a birth certificate. It does not contain the complete registered information, cannot replace the official certificate and cannot itself receive an apostille.
Which Birth Records Can Be Searched Online?
GRO Historic Birth Index
GOV.UK currently identifies the GRO’s free online historic birth index as covering births registered from 1837 to 1934. GRO holds England and Wales civil-registration records from July 1837 onwards.
FreeBMD
GOV.UK also directs users to FreeBMD as a free source of index-reference information. A Home Office guide describes FreeBMD as containing a transcription of the England and Wales index from 1837 to 1983.
Later Births or Missing References
For later records, or where a reliable index reference cannot be found, the GRO can search using the information supplied with the certificate order. This attracts an additional search fee and a longer standard dispatch period.
Third-party genealogy databases, including FamilySearch, may also help identify a possible entry. However, any third-party result should be treated as a search aid rather than as an official certificate.
Step 1 — Find the GRO Index Reference
Route A: Search the GRO Historic Birth Index
Use the GRO historic index for births registered between 1837 and 1934.
Useful search information includes:
- surname at birth;
- first forename and any middle names;
- sex;
- year of registration;
- approximate place of birth;
- registration district; and
- mother’s maiden surname, where available.
Use a reasonably narrow year range. A birth may have been registered shortly after the date of birth, so a late-December birth may appear in the following year’s registration index.
Once the correct entry has been identified, record all the reference information exactly as displayed.
Route B: Search FreeBMD
FreeBMD is particularly useful for records that are not included in the GRO’s free historic birth-search range.
Useful search fields include:
- surname;
- first name or initials;
- registration year or year range;
- registration quarter;
- registration district; and
- county, where known.
The information normally extracted from an older FreeBMD result is:
- year and quarter;
- registration district;
- volume; and
- page.
GOV.UK specifically identifies FreeBMD as a source for viewing index-reference numbers without charge.
Check the spelling, district and date range carefully before using the result in a GRO order.
Route C: Use a Secondary Index or Let the GRO Search
FamilySearch and other genealogy databases can be useful where:
- the name may have been spelled differently;
- several entries have similar names;
- the registration district is uncertain;
- the birth occurred close to the end of a quarter or year; or
- the GRO and FreeBMD searches do not produce a clear result.
Where no reliable reference can be identified, you can still order from the GRO using the known personal and registration information. The GRO will conduct a search, but the additional fee and longer standard dispatch period will apply.
Step 2 — Order the Official Birth Certificate
For a birth registered in England or Wales, an official certificate can be ordered from the GRO. It may also be possible to order from the local register office where the birth was registered.

Order the Correct Type of Certificate
Before ordering, check whether the authority in Taiwan requires:
- a full birth certificate showing the parents’ details;
- a particular recently issued version;
- the certificate for the child, parent or another family member;
- a Chinese translation;
- a separate certificate for each applicant; or
- additional evidence linking a change of name to the birth record.
An apostille and TRO authentication confirm the relevant document-authentication chain. They do not add information that is missing from a short or incomplete certificate.
Where the authority requires parentage information, ordering the appropriate full certificate at the beginning can prevent the complete process from having to be repeated.

Step 3 — Obtain a UK FCDO Paper Apostille
A UK apostille is issued by the FCDO Legalisation Office.
The Legalisation Office checks whether the signatures, stamps or seals on an eligible UK document correspond with its records. Where the check is successful, it attaches an apostille certificate to the document. Birth certificates are expressly recognised as public-registry documents that can be legalised.
A Birth Certificate Cannot Receive an e-Apostille
The FCDO expressly excludes the following from its e-Apostille service:
- birth certificates;
- death certificates;
- marriage certificates;
- civil partnership certificates;
- adoption certificates; and
- other GRO documents.
A UK birth certificate must therefore use the physical paper-apostille process.
This is particularly important for Taiwan matters because TRO London also states that it accepts paper-based apostilles only for birth, marriage, death and no-impediment certificates.
Standard FCDO Paper-Apostille Service
The current public standard paper service costs £45 per document, plus return-postage or courier charges.
GOV.UK currently states that the standard paper service usually takes up to 25 working days, plus delivery time. Additional verification can extend the process further.
This replaces the previous 15-working-day wording used in the original article.

The two-working-day period is limited to the FCDO apostille stage. It remains subject to FCDO acceptance, signature verification, weekends, public holidays and circumstances outside our control.
GOV.UK separately identifies a next-working-day paper service available to registered businesses, which is distinct from the public standard postal service.
What Does the Apostille Confirm?
An apostille confirms the authenticity of the relevant signature, the capacity in which the signatory acted and, where applicable, the identity of the seal or stamp on the public document.
It does not independently confirm every fact recorded in the birth entry, determine nationality or guarantee that a particular Taiwan authority will accept the certificate for the intended substantive purpose.
Step 4 — TRO London Authentication
After the FCDO paper apostille has been attached, a birth certificate intended for Taiwan may need a further authentication stage through the Taipei Representative Office in the UK.
Applicants often search online for “Taiwan Embassy legalisation in London”. The office’s formal name is the Taipei Representative Office in the U.K., commonly shortened to TRO London.
The TRO publishes a specific authentication category covering:
- birth certificates;
- marriage certificates;
- death certificates; and
- certificates of no impediment.
Its published guidance states that paper-based apostilles are accepted for this process.

The exact documents required can depend on who owns the certificate, who signs the application, whether the subject is a child and who acts as the authorised representative. We confirm the applicable checklist before submission.
What the Client Normally Needs to Provide
The client will normally need to provide:
- the full name shown on the birth record;
- the date and place of birth;
- the parents’ names, where available;
- the GRO index reference, where known;
- confirmation of the Taiwan authority requesting the document;
- a clear passport copy;
- signed TRO application documents;
- the authorisation required for Ginkgo Advisory to handle the application; and
- the final return-delivery address and telephone number.
Additional evidence may be needed where:
- the applicant has changed their name;
- the certificate uses a different spelling;
- the birth record concerns a minor;
- a parent is signing for a child;
- the receiving authority has issued a special form; or
- the certificate is part of a larger family or immigration document bundle.
Is TRO Authentication the Same as the FCDO Apostille?
No. They are separate stages.
The FCDO apostille authenticates the relevant UK public signature, stamp or seal.
The TRO authentication is the subsequent authentication of the apostilled document for presentation in Taiwan.
Receiving an FCDO apostille does not mean that TRO authentication has also been completed.
Step 5 — DHL Return Delivery
After TRO authentication, Ginkgo Advisory checks the completed document and arranges secure return delivery.
The authenticated certificate can normally be sent to:
- the applicant in Taiwan;
- an address elsewhere overseas;
- a UK address;
- a Taiwan lawyer or immigration adviser;
- an employer or educational institution; or
- another nominated authority.
Courier transit time is separate from GRO, FCDO and TRO processing and may be affected by customs, local delivery conditions and the accuracy of the recipient information.

Common Mistakes That Cause Delays
1. Treating the GRO Index as the Certificate
An online index entry is only a locator. It cannot be apostilled or authenticated by TRO.
2. Assuming GRO Covers the Whole United Kingdom
The GRO ordering process in this article covers England and Wales. Scotland and Northern Ireland use different registries.
3. Repeating the Unverified “1984 Onwards” Search Claim
Current GOV.UK guidance clearly advertises the free GRO historic birth index for 1837–1934. For later records, use reliable record details or permit GRO to conduct a search rather than assuming the historic index will cover the year.
4. Ordering the Wrong Person’s Certificate
Common names, similar dates and adjacent registration districts can produce multiple possible entries. Check parent names, district and registration period before ordering.
5. Ordering a Certificate That Omits Required Information
The Taiwan authority may need a full certificate showing parent details. An apostille cannot add omitted information.
6. Sending a Scan for an e-Apostille
Birth certificates are expressly ineligible for the UK e-Apostille service. The physical paper document is required.
7. Assuming the FCDO Apostille Is the Final Taiwan Stage
Where the Taiwan authority requires TRO authentication, the apostilled certificate must proceed to the Taipei Representative Office.
8. Assuming “Two Working Days” Covers the Entire Process
The two-working-day option applies only to Ginkgo Advisory’s express FCDO paper-apostille stage. GRO production, TRO authentication and DHL delivery are separate.
9. Using the Old 15-Working-Day FCDO Estimate
The current public standard paper-apostille estimate is usually up to 25 working days, plus return delivery.
10. Paying for GRO Priority Without Planning the Full Chain
GRO priority can shorten certificate dispatch, but it does not shorten TRO processing or courier transit.

Frequently Asked Questions
Can an England and Wales Birth Certificate Be Apostilled?
Yes. An official birth certificate is a public-registry document and can normally be submitted directly to the FCDO for legalisation.
Does the Certificate Need Solicitor Certification First?
Usually not. An official GRO or register-office certificate generally proceeds directly to the FCDO. Solicitor or notary certification is more commonly required for private documents and certified copies of other document types.
Can I Use a Photocopy or PDF?
A normal photocopy, scan or PDF is not the correct substitute for the official paper birth certificate. Where the physical certificate is unavailable, order another official certificate from the GRO or local register office.
Can a Birth Certificate Receive an e-Apostille?
No. The FCDO expressly excludes birth certificates and other GRO documents from its e-Apostille service.
Does TRO London Accept an e-Apostille for a Birth Certificate?

Does the Certificate Need to Be Recently Issued?
The FCDO does not impose a universal rule that every birth certificate must have been issued within a particular recent period. However, the Taiwan authority receiving the document may impose its own validity or recency requirement. Check this before ordering or legalising the certificate.
Do I Need a Full Birth Certificate?
That depends on the receiving authority. Where the authority needs parentage information, a short certificate may not contain enough information. Confirm the required version before ordering.
Is a Chinese Translation Required?
TRO authentication and translation are separate issues. The Taiwan authority should confirm whether it accepts the English certificate or requires a Chinese translation.
Is TRO Authentication Always Required for Taiwan?
Not every Taiwan procedure has identical requirements. Ask the Taiwan authority whether it requires:
- the birth certificate alone;
- an FCDO paper apostille;
- an FCDO paper apostille followed by TRO authentication;
- a Chinese translation; or
- additional supporting documents.
