When you need to use a British Virgin Islands Certificate of Incumbency in Taiwan, the document may need several legalisation steps before a Taiwan authority accepts it.
The usual route may include:

BVI Documents for Taiwan: TRO London or TRO Edinburgh?
British Virgin Islands documents should go to TRO London, not TRO Edinburgh.
This point matters because the wrong office can delay the process. Therefore, you should check the correct Taipei Representative Office before sending the document.
If a Taiwan authority asks for a BVI company document for use in Taiwan, the London route usually applies.
Certificate of Incumbency: What Should You Prepare First?
Before the document reaches London, the BVI Certificate of Incumbency should usually be:
- notarised by a BVI notary
- apostilled by the BVI Deputy Governor
- couriered from the BVI to London
The BVI notary should confirm the content and authenticity of the Certificate of Incumbency in writing.
For Taiwan use, the wording matters. The notary should use clear wording such as “genuine and authentic” when certifying the document.
Also, the relevant signature should be notarised as genuine.
UK FCDO Apostille for a BVI Certificate of Incumbency
After the BVI-notarised and BVI-apostilled Certificate of Incumbency arrives in London, Ginkgo Advisory can arrange the UK FCDO apostille.
The UK apostille usually takes 2–3 working days, once the document is ready and suitable for apostille.
After that, the document can move to the next stage: TRO London authentication for Taiwan use.
TRO London Application Form and Authorisation Letter
For TRO London submission, the company should prepare the TRO application form and authorisation letter carefully.
Usually, a company director should act as the applicant and sign the TRO application form.
The director’s signature on the TRO application form should match the signature shown on the director’s passport.
The director or applicant should also provide a clear, high-quality and unobstructed copy of their valid passport.
In addition, TRO London normally requires a copy of the BVI company’s Certificate of Incorporation.
Authorisation Letter for TRO London Submission
If Ginkgo Advisory submits the application for the company, TRO London will need an authorisation letter.
The original Letter of Authorisation must be witnessed by one of the following:
- a UK solicitor
- a notary
- an R.O.C. overseas office
TRO does not accept alternative formats. Therefore, you should use the correct TRO authorisation letter format from the beginning.
If different people sign the TRO application form and the authorisation letter, you should provide passport copies for all named persons.
Video Witnessing of the Authorisation Letter

After signing, you can courier the completed authorisation letter and TRO application form from Taipei to our London office.
This route helps when the director or applicant is already in Taiwan but the document still needs UK-side handling.
