UK Documents for Use in Pakistan
Pakistan joined the Hague Apostille Convention on 8 July 2022. The Convention entered into force for Pakistan on 9 March 2023.
Pakistan’s Ministry of Foreign Affairs includes the United Kingdom on its official list of countries accepting apostilles. Therefore, an eligible UK public document can normally use an FCDO apostille instead of the former embassy and consular legalisation chain.
Before starting, ask the Pakistani recipient whether it needs:
- an original or certified copy
- an FCDO e-Apostille or paper apostille

Does a UK Document Still Need Pakistan High Commission Attestation?
Normally, an eligible UK document carrying an FCDO apostille should not need additional legalisation by the Pakistan High Commission.
The apostille replaces the longer diplomatic or consular legalisation process between countries where the Convention applies. Pakistan’s Ministry of Foreign Affairs specifically lists the United Kingdom among its apostille countries.
However, the Pakistani university, employer, regulator, court, bank or government office may still set its own rules about:
- original documents
- certified copies
- verification reports
- equivalence certificates
- translations
- document validity periods
Therefore, an apostille does not remove the need to follow the recipient’s application checklist.

What Is Solicitor Certification?
Solicitor certification is a formal statement signed by a UK solicitor.
For example, the solicitor may confirm that a copy matches the original document.
Basic wording often states:
“I certify that this is a true copy of the original document.”
This wording may meet a simple certified-copy requirement.
However, it does not confirm that the issuing university, court, company or public body created a genuine document.
Therefore, a Pakistani recipient may ask for stronger evidence.
What Is Enhanced Solicitor Certification?
Enhanced solicitor certification goes beyond basic true-copy wording.
First, our solicitor checks the document through a reliable source. The source may include a university, Companies House, a court record or an official digital system.
Next, we prepare stronger wording, such as:
“I further certify that I have verified the authenticity of this document with the issuing institution.”
As a result, the Pakistani recipient receives:
- a certified copy of the document; and
- confirmation that the solicitor checked its source.
This approach can help where the recipient needs more than a visual comparison with an original.
Solicitor Verification and Certification
Verification and certification are separate stages.
Verification means checking the document with its issuing source.
Certification means issuing the formal solicitor statement after completing that check.
For educational documents, we may use:

- HEDD

Company checks may involve official Companies House records.
Court-document checks can include the court seal, case number, issue email or other official evidence.

What Does the FCDO Apostille Confirm?
The FCDO checks whether the relevant UK signature, stamp or seal matches its records.
When the document meets the legalisation rules, the FCDO issues an apostille.
UK powers of attorney, contracts, qualification certificates and certified passport copies may qualify after certification by a UK solicitor or notary.
However, an apostille does not confirm every statement inside the underlying document.
For this reason, enhanced solicitor certification can create a stronger evidence chain:
Source verification → enhanced solicitor certification → solicitor signature → FCDO apostille
The apostille authenticates the relevant signature or seal. The enhanced certificate records the verification completed before legalisation.
FCDO e-Apostille for Pakistan
The FCDO offers both paper apostilles and e-Apostilles.
For an e-Apostille, the document must be a PDF electronically signed by a UK solicitor or notary.
Our solicitor’s electronic signature is registered with the FCDO for e-Apostille purposes.
Consequently, we can prepare eligible PDFs for electronic legalisation.
Nevertheless, ask the Pakistani recipient whether it accepts:
- a UK FCDO e-Apostille

Pakistan operates its own electronic apostille-verification system for apostilles issued by Pakistan. However, each Pakistani recipient should still confirm whether it accepts a foreign e-Apostille for the specific procedure.
A paper apostille may work better when the authority requires a physical original.

HEC Foreign Degree Equivalence
The Higher Education Commission of Pakistan, known as HEC, handles the recognition and equivalence of many foreign higher-education qualifications.
For a foreign bachelor’s-degree equivalence application, HEC lists documents including:
- the Degree Certificate
- the Academic Transcript
- the applicant’s Intermediate, HSSC, FSc or Grade 12 qualification
- other earlier academic records where applicable
Where the application concerns a higher qualification, the applicant may first need equivalence of the preceding degree.
Therefore, HEC equivalence and apostille perform different functions:
The FCDO apostille authenticates the relevant UK signature or seal.
HEC assesses the foreign qualification against Pakistan’s higher-education framework.
Neither process automatically replaces the other.
Documents for HEC Equivalence
A Pakistani recipient or HEC may ask for:
- the final Degree Certificate
- the complete Academic Transcript
- previous academic qualifications
- proof that the foreign university is recognised
- passport or identity documents
- verification from the awarding institution
- additional course or programme details
HEC’s foreign-equivalence procedure specifically identifies the degree and transcript as core documents for the qualification being assessed.
For this reason, applicants should not assume that apostilling only the Degree Certificate will be enough.
Ask whether the Degree Certificate and Academic Transcript must each receive a separate apostille.
HEC Equivalence and University Verification
HEC may assess whether the overseas university and degree-awarding institution hold recognised status.
Apostille does not prove:
- the academic level of the qualification
- the duration of study
- the mode of study
- the accreditation of the programme
- the Pakistani equivalent of the award

IBCC Equivalence for School Qualifications
The Inter Boards Coordination Commission, known as IBCC, handles equivalence for many school and upper-secondary qualifications.
This can include:
- GCSE
- IGCSE
- GCE O Level
- GCE A Level
- international school diplomas
- other overseas secondary qualifications
IBCC states that its equivalence certificates support admission to schools, colleges and universities, as well as certain employment applications.
The assessment may consider:
- the qualification level
- curriculum content
- programme duration
- subjects studied
- the recognition of the awarding body
- the grading system
IBCC only considers qualifications awarded by institutions or awarding bodies recognised by the relevant authority in the country of origin.
British O Level and A Level Qualifications
IBCC treats GCE A Levels as equivalent to Pakistan’s Higher Secondary School Certificate, subject to the applicant meeting the required subject and prior-qualification conditions.
Different subject requirements may apply for:
- Pre-Medical
- Pre-Engineering
- Computer Science
- Humanities
- General groups
Additional Urdu, Islamiyat and Pakistan Studies requirements may apply to some Pakistani students who complete the British examination system in Pakistan.
Therefore, an apostille does not by itself establish O Level or A Level equivalence.
The applicant must still meet IBCC’s academic and subject requirements.
Documents for IBCC Equivalence
IBCC may require:
- the original qualification
- official transcripts or mark sheets
- previous educational certificates
- proof that the awarding body is recognised
- passport and visa records where the applicant studied abroad
- identity documents
- a curriculum or syllabus for less familiar qualifications
- verification from the issuing institution
Its published requirements include official transcripts, the diploma or certificate, proof of recognition and, where necessary, curriculum information.
IBCC may contact the issuing body directly if it needs to verify the qualification.
UK Degree Verification for Pakistan
A basic certified copy may not satisfy every Pakistani recipient.
For stronger evidence, our solicitor can verify a UK qualification where the university provides a reliable route.

Current PMDC guidance states that foreign medical and dental graduates need provisional registration before undertaking a house job, internship, clinical training or observership in Pakistan.
Pakistan Engineering Council also operates separate registration systems for engineers and engineering firms.
Therefore, obtain the regulator’s current checklist before apostilling multiple documents.
Medical and Dental Qualifications
Foreign medical and dental graduates may need to provide:
- the Degree Certificate
- the complete Academic Transcript
- proof that the institution is recognised
- internship or house-job records
- clinical-training evidence
- proof of professional registration
- certificates of good standing
- HEC equivalence

PMDC has stated that foreign medical graduates may also need to meet registration-examination requirements under the applicable law.
An FCDO apostille does not grant permission to practise medicine or dentistry in Pakistan.

The Securities and Exchange Commission of Pakistan, known as SECP, regulates company registration.

- the charter, statute, Memorandum and Articles
- a board resolution appointing the principal officer
- details of directors
- identity documents
- approval from the Board of Investment where applicable
SECP also requires relevant documents to be translated into English where necessary.
The regulations set specific certification rules for documents executed outside Pakistan.
Therefore, ask the Pakistani lawyer, corporate adviser or SECP filing agent whether it requires:
- solicitor certification
- notarisation
- an FCDO apostille
- an official Companies House certificate
- separate apostilles
- a certified English translation
Powers of Attorney for Pakistan
A UK power of attorney may support:

Does Pakistan Require a Translation?
Many UK documents are already written in English.
Therefore, a translation may not be required for HEC, IBCC, SECP or other Pakistani procedures that accept English documents.
IBCC specifically states that documents written in English or Urdu do not need translation for its equivalence procedure. Documents in another language require a certified translation from the relevant embassy or the National University of Modern Languages.
SECP also requires foreign-company documents to be available in English and provides rules for certifying translations.
However, the receiving court, local authority or organisation may apply different rules.
Before arranging a translation, ask:
- whether English is accepted
- whether an Urdu translation is required
- whether the apostille must also be translated
- whether every page and annex needs translation
- who must certify the translation
Birth, Marriage and Civil-Status Documents
UK civil-status documents may support:
- marriage registration
- birth registration
