South Africa and the United Kingdom are parties to the Hague Apostille Convention. Therefore, an eligible UK public document can normally use an FCDO apostille instead of further diplomatic or consular authentication.
South Africa’s Department of International Relations and Cooperation confirms that, where both countries are Convention members, an apostille is normally the only authentication formality required. Does a UK Document Need South African Embassy Legalisation?
Normally, no.
The UK FCDO issues the apostille for a UK document. Once the FCDO attaches a valid apostille, a South African embassy or consulate should not need to legalise the same document again.
DIRCO explains that an apostille issued by the foreign country’s competent authority removes the need for further authentication by a South African diplomatic or consular representative.
However, the apostille does not replace the recipient’s other requirements.
A South African authority may still request:
- the physical original
- a certified copy
- a SAQA evaluation
- professional registration
- a recently issued police certificate
- a particular form of company resolution
- a paper rather than electronic apostille

Basic wording often states:

This wording may satisfy a simple certified-copy requirement.
However, it does not confirm that the issuing university, court, company or public body created a genuine document.
Therefore, a South African university, employer, regulator or government authority may request stronger evidence.
What Is Enhanced Solicitor Certification?
Enhanced solicitor certification goes beyond basic true-copy wording.
First, our solicitor checks the document through a reliable source. That source may include a university, Companies House, a court record or an official digital platform.
We can then prepare wording such as:
“I further certify that I have verified the authenticity of this document with the issuing institution.”
As a result, the South African recipient receives:
- a certified copy of the document; and

What Does the FCDO Apostille Confirm?
The FCDO checks whether the relevant UK signature, stamp or seal matches its records.
When the document meets the legalisation rules, the FCDO attaches an apostille. UK qualification certificates, contracts, powers of attorney and certified copies may qualify after certification by a UK solicitor or notary.
However, an apostille does not verify every fact written inside the underlying document.
For that reason, enhanced solicitor certification can create a stronger evidence chain:
Source verification → enhanced solicitor certification → solicitor signature → FCDO apostille
The enhanced certificate records the source check. The apostille then authenticates the relevant solicitor’s signature.
FCDO e-Apostille for South Africa
The FCDO offers both paper apostilles and e-Apostilles.
For an e-Apostille, the document must be a PDF electronically signed by a UK solicitor or notary. The completed legalised file can then be downloaded and shared digitally.

Nevertheless, ask the South African recipient whether it accepts:

Who Can Apply to SAQA?
Only the qualification holder may apply for the evaluation of their foreign qualification.
SAQA does not treat a third party as the applicant, even where another person assists with document preparation or payment.

Documents for SAQA Evaluation

SAQA’s current document guidance specifically refers to official Academic Transcripts and transcript legends.

Apostille and SAQA Evaluation Are Different
An FCDO apostille and a SAQA evaluation perform different functions.
The FCDO apostille authenticates the relevant UK signature, stamp or seal.
SAQA verifies and compares the foreign qualification with the South African NQF.
Neither process automatically replaces the other.
An apostilled Degree Certificate does not show its South African NQF level.
Likewise, a SAQA evaluation does not replace an apostille where the receiving body separately requires legalisation.
SAQA Evaluation and Professional Registration
A SAQA Certificate of Evaluation does not automatically grant permission to practise a regulated profession.
Professional bodies may use the SAQA evaluation as one part of their assessment. However, the relevant regulator makes the final registration decision.

SACE’s published requirements are strict.
Its guidance states that certification must clearly confirm that the document is a true copy of the original. Certification must also be dated, signed and recent.
Some SACE procedures require an original application and do not accept ordinary emailed or internet copies.
Therefore, ask SACE whether it accepts:

Its current external-company guidance says registration should take place within 20 business days after the company starts its South African activities.
