If you plan to teach English in Taiwan, a UK Apostille alone is not sufficient.
In practice, Taiwanese employers, schools, government bodies, and the Taiwan Foreign English Teacher Program (TFETP) commonly require authentication by the Taipei Representative Office (TRO) in addition to UK preparation.
Many applications are delayed or rejected because documents are prepared in the wrong order, certified with incorrect wording, or submitted to the wrong TRO office.
This guide explains — step by step — how UK documents must be prepared and authenticated for teaching English in Taiwan, using clear language and practical rules.
Who This Guide Is For
This guide applies if you are:
- Teaching English in Taiwan (public or private schools)
- Applying under the Taiwan Foreign English Teacher Program (TFETP)
- Working in international schools, cram schools (buxiban), or universities
- Using UK-issued documents for Taiwan employment or visa purposes
Documents Commonly Required for Teaching English in Taiwan
Some Taiwan teaching applications require TRO-authenticated UK documents, including:
- University Degree Certificate
- Teaching Licence or Teaching Qualification Certificate
(QTS, PGCE, teaching licence, or official proof of qualification) - Police Check / Police Clearance Certificate
(UK DBS or ACRO) - TEFL / CELTA / TESOL Certificate
- TOEFL / English proficiency proof
- Recommendation Letters
Each document is authenticated separately.

Why a UK Apostille Alone Is Not Accepted in Taiwan
Taiwan is not a member of the Hague Apostille Convention.
Because of this:
- A UK FCDO Apostille is often not the final step
- Many Taiwanese authorities require TRO authentication after apostille
- This applies especially to academic, professional, and police documents
Result: UK Apostille → TRO Authentication is the standard route.
When Do You Need TRO Authentication?
You usually need TRO authentication when:
- You will use a UK degree certificate or teaching qualification in Taiwan, and
- The employer, school, or Taiwan authority explicitly asks for TRO authentication
Taipei Representative Office (TRO) Legalisation in the UK
Which TRO Office Should You Apply To?
TRO offices apply strict jurisdiction rules.
Applying to the wrong office leads to automatic rejection.
Documents Accepted by the London TRO
The London TRO authenticates documents issued from Southern Britain (south of Durham and Cumbria, incl. Guernsey & Jersey) and Northern Ireland.
Documents NOT Accepted by the London TRO
If your document was issued in Durham, Cumbria and Scotland, you must apply through the Edinburgh TRO instead.
How to Prepare UK Documents for Taiwan: Solicitor Certification + FCDO Apostille
Step 1: UK Solicitor Certification
A UK practising solicitor certifies your document (degree, DBS, TEFL, etc.).
The solicitor must:
- Verify authenticity directly with the issuing body
(university, DBS, awarding organisation) - Use correct certification wording, such as:
- “I certify that this document is genuine/authentic.”
- “I certify this is a true copy of the authentic/genuine document.”
If the solicitor does not verify with the issuer, Taiwan authorities will reject the document.

Step 2: FCDO Apostille
The certified document is then submitted to the UK Foreign, Commonwealth & Development Office (FCDO).
Important points:
- FCDO apostilles paper documents only
- PDFs issued by universities cannot be apostilled directly
- Once properly certified, apostille is usually straightforward

Step 3: TRO Authentication
The apostilled document is finally submitted to the Taipei Representative Office for authentication.
This makes the document valid for use in Taiwan, including:
- TFETP applications
- Work permits
- ARC / residence applications
- School onboarding

Police Checks for Teaching English in Taiwan
DBS vs ACRO
Taiwan authorities may accept:
- DBS Certificate (Disclosure and Barring Service), or
- ACRO Police Certificate (often preferred for overseas use)
Both must be:
- Apostilled by the FCDO
- Authenticated by the TRO
DBS certificates must be certified by a UK practising solicitor before apostille.

TEFL, CELTA, TESOL & Teaching Qualifications
Teaching qualifications such as:
- TEFL
- CELTA
- TESOL
- PGCE / QTS
- Teaching licences
Follow the same legalisation route as degree certificates:
Solicitor certification → FCDO apostille → TRO authentication

Recommendation Letters
Some Taiwan employers request recommendation letters.
These usually require:
- Original signed letter
- Solicitor certification
- Apostille + TRO authentication (if requested)
Not all employers require this step — check carefully before legalising.

Required Documents to Submit Your TRO Application
You will usually need:
- Completed TRO application form
- Passport copy (signature must match)
- Degree / qualification / police documents
- Proof of payment
If using an agent:
- Authorisation letter
- Certified signature
- Agent ID documents
The TRO may request additional documents case by case.
Common Reasons Teaching Applications Are Rejected
Most rejections occur because of:
- Using certificates without solicitor certification
- Incorrect certification wording
- No issuer verification
- Applying to the wrong TRO office
- Incomplete document sets
Avoiding these errors dramatically improves approval speed.
