The Four-Step Workflow for Taiwan
Where a UK marriage certificate is required by a Taiwan authority, the usual UK-side process is:
- Find the GRO marriage index reference, where possible;
- Order an official England and Wales marriage certificate from the GRO or relevant register office;
- Obtain a UK FCDO paper apostille; and
- Complete TRO London authentication through the Taipei Representative Office in the UK.
After authentication, Ginkgo Advisory can arrange secure DHL delivery to Taiwan, another overseas destination or a nominated professional representative.
An apostille is not necessarily the final stage for Taiwan. Where the receiving authority requires Taipei Representative Office authentication, the apostilled certificate must proceed to TRO before it is returned to the client.
Important: This Guide Covers England and Wales
The GRO process described in this article applies to marriages registered in England and Wales.
Scotland and Northern Ireland have separate certificate-ordering systems. A Scottish or Northern Irish marriage certificate can still require an FCDO apostille and Taiwan authentication, but it must first be obtained from the correct national or local registry. GOV.UK expressly identifies different ordering routes for Scotland and Northern Ireland.
This guide also does not cover:
- a decree absolute or final divorce order;
- a certificate of no impediment;
- a civil partnership certificate;
- a foreign marriage certificate;
- a religious or ceremonial document that was not entered into the civil register; or
- a document issued by a British consulate or military registration system.
These documents may follow different retrieval and authentication procedures.
Does a UK Marriage Certificate Need Solicitor Certification?
An official marriage certificate issued by the GRO or a local register office is a public-registry document. The FCDO can normally legalise the official certificate directly by checking the relevant public signature, stamp or seal. Separate solicitor certification is therefore not normally required before the apostille.
This differs from private documents, passport copies, powers of attorney, contracts and certain electronic certificates, which may first require certification by a UK solicitor or notary.
A scan, screenshot or ordinary photocopy of a marriage certificate is not a substitute for the official paper certificate. Where the certificate has been lost, damaged or is otherwise unavailable, the safer route is to order another official certified copy from the GRO or relevant register office.

What Is a GRO Marriage Index Reference?
A GRO index reference identifies a marriage entry held by the General Register Office.
For older marriage entries, it commonly includes:
- the year of registration;
- the registration quarter;
- the registration district;
- the volume number; and
- the page number.
The quarter may appear as:
- March quarter;
- June quarter;
- September quarter; or
- December quarter.
The reference helps the GRO locate the correct marriage entry. It is especially useful where either spouse has a common name or where several marriages were registered in the same district during the same period.
Every marriage registered in England or Wales has a GRO index reference, but the index reference is not the marriage certificate itself. It cannot be apostilled, authenticated or used as proof of marriage. An official paper certificate must still be ordered.
Can You Search the GRO Marriage Index Online?
The GRO’s free online historic index should not be described as a marriage-index search.
Current GOV.UK guidance identifies the GRO online historic index as covering:
- births registered from 1837 to 1934; and
- deaths registered from 1837 to 1957.
It does not currently advertise a corresponding free online GRO marriage-index search. For marriage references, GOV.UK instead directs users to FreeBMD and notes that commercial databases also hold index information.
The most practical online routes for marriage references are therefore:
- FreeBMD, which provides free access to transcribed England and Wales civil-registration indexes; and
- FamilySearch, whose current marriage-registration index covers 1837–2005.
GOV.UK also explains that the only complete copies of the full sets of GRO index references are held on microfiche at certain named libraries and archives. An unsuccessful online search does not necessarily mean that no marriage record exists.
Step 1 — Find the GRO Marriage Index Reference
Route A: Search FreeBMD
FreeBMD is usually the best first search for an older England and Wales marriage.
Useful search information includes:
- the surname of either spouse;
- first name or initials;
- approximate marriage year;
- registration quarter, if known;
- registration district;
- county; and
- the other spouse’s surname, where available.
Select Marriage as the record type.
The information you are trying to identify is:
- year and quarter;
- registration district;
- volume; and
- page.
GOV.UK specifically points users to FreeBMD as a free source of GRO index-reference information.
Search Both Spouses, but Do Not Overstate the Result
Where both names are known, search separately for each spouse and compare:
- the registration year;
- the quarter;
- the district;
- the volume; and
- the page.
Where both entries carry the same reference, this is a strong indication that you have identified the correct marriage page.
However, for older marriages, the same register page may contain several brides and grooms. Two people appearing on the same district, volume and page are not always conclusively shown by that fact alone to have married each other.
For post-1911 entries, indexes commonly include the spouse’s surname, making the cross-check more reliable. FamilySearch describes its collection as including the spouse’s surname for post-1911 entries.
For earlier marriages, use additional information such as:
- the known place of marriage;
- the couple’s subsequent address;
- census records;
- parish records;
- family documents;
- names of witnesses; or
- other known biographical information.
Where there is genuine uncertainty, it may be safer to ask the GRO to conduct the search rather than guessing.
Route B: Search FamilySearch
FamilySearch currently provides an England and Wales Marriage Registration Index covering 1837–2005.
The collection may show:
- the individual’s name;
- spouse’s surname for later entries;
- registration year and quarter;
- registration district;
- county;
- volume;
- page; and
- other names appearing in the index.
FamilySearch states that the index can be used to order a copy of the actual certificate. It is an index derived from GRO material, not the official marriage certificate itself.
Useful search fields include:
- first name;
- surname;
- spouse’s name;
- estimated year or year range;
- district;
- county; and
- other known location information.
Record the displayed information exactly. Do not alter the spelling of names or registration districts when entering the reference into the GRO order.
Route C: Let the GRO Conduct a Search
A GRO index reference is strongly recommended, but it is not compulsory.
Where you cannot locate a reliable reference, you can still order a certificate by providing the known information. The GRO will conduct a search, but:
- an additional search fee applies; and
- the standard dispatch period is longer.
This route may be appropriate where:
- the names were recorded with an unexpected spelling;
- one spouse used a previous name;
- the registration district is unknown;
- the marriage occurred near the boundary of two districts;
- the year is uncertain;
- the online index appears incomplete; or
- several possible entries cannot be distinguished reliably.
Step 2 — Order an Official Marriage Certificate
An England and Wales marriage certificate can be ordered from:
- the General Register Office; or
- the local register office where the marriage was registered.
GOV.UK confirms that the GRO holds England and Wales civil-registration records from July 1837 onwards.
Current GRO Fees and Dispatch Times
Standard order with the GRO reference
- £12.50 per certificate
- normally sent four days after the application
Standard order without the GRO reference
- £12.50 per certificate
- an additional £3.50 search fee
- normally sent 15 working days after the application
GRO priority order
- £38.50 per certificate
- normally sent the next working day where the order is placed by 4pm
These are dispatch periods, not guaranteed delivery periods. Postal or courier transit requires additional time. The fees and times should be checked again when the order is placed because official charges can change.
Make Sure You Order the Correct Marriage
Before placing the order, check:
- the full names of both spouses at the date of marriage;
- previous or maiden surnames;
- the date or approximate date of marriage;
- the registration district;
- the GRO reference;
- whether the marriage occurred in England or Wales;
- whether the event was legally registered; and
- whether the Taiwan authority has imposed a document-age requirement.
The name appearing on a marriage certificate may not match a spouse’s current passport where there has been a later name change. Apostille and TRO authentication do not correct or explain a discrepancy.
Depending on the circumstances, the Taiwan authority may also request:
- a deed poll;
- a previous marriage certificate;
- a divorce order;
- a death certificate for a former spouse;
- a passport copy;
- a statutory declaration; or
- a certified Chinese translation.
Those documents must be assessed separately.
Civil Marriage Certificate Versus Religious or Ceremonial Certificate
Do not assume that every document issued after a wedding is the official civil marriage certificate.
A commemorative, religious, church, temple or ceremonial certificate may not be the same document as the civil marriage entry held by the GRO.
For FCDO apostille and TRO authentication purposes, the safest starting point is usually an official paper certificate issued by:
- the General Register Office;
- the relevant local register office; or
- another recognised UK public registry.
Send us a scan before couriering the document where its status is unclear.
Can Ginkgo Advisory Order the Certificate?

Step 3 — Obtain a UK FCDO Paper Apostille
The UK Legalisation Office is part of the Foreign, Commonwealth & Development Office.
It checks whether the signature, stamp or seal appearing on an eligible UK document matches its official records. Where the check is successful, it attaches an apostille certificate to the document. Official marriage certificates are expressly recognised as public-registry documents that can be legalised.
A Marriage Certificate Is Not Eligible for an e-Apostille
Current FCDO guidance expressly excludes the following documents from the e-Apostille service:
- birth certificates;
- death certificates;
- marriage certificates;
- civil partnership certificates;
- adoption certificates; and
- other GRO documents.
A marriage certificate must therefore follow the physical paper-apostille route.
This means that an ordinary scan cannot simply be uploaded for an e-Apostille. The eligible official paper marriage certificate must be physically submitted.
Standard Public FCDO Paper Service
The current public standard paper-apostille service costs:
- £45 per document; plus
- return courier or postage charges.
GOV.UK currently states that the standard paper service usually takes up to 25 working days, plus courier or postage time. Processing can take longer where the FCDO needs to verify a signature or official record.
Ginkgo Advisory’s Express FCDO Paper Apostille
Ginkgo Advisory can arrange an express paper apostille, normally completed within approximately two working days after the eligible physical certificate reaches our London office.
Our service can include:
- checking that the marriage certificate is an eligible official document;

The two-working-day period applies only to the FCDO stage. It remains subject to:
- FCDO acceptance;
- verification of the relevant public signature;
- weekends;
- public holidays;
- unusual document issues; and
- circumstances outside our control.
The FCDO separately confirms that registered businesses have access to expedited paper services that are not the same as the public standard postal route.
What Does the Apostille Confirm?
The apostille confirms the authenticity of the relevant signature, the official capacity in which the signatory acted and, where applicable, the identity of the stamp or seal appearing on the document.
It does not:
- investigate whether the relationship remains subsisting;
- confirm that the parties have not divorced;
- determine either spouse’s nationality;
- confirm immigration eligibility;
- translate the certificate;
- establish that the certificate satisfies every Taiwan substantive requirement; or
- replace TRO authentication where the Taiwan authority requires it.
For Taiwan applications, the apostille may be an intermediate authentication stage rather than the end of the process.
Step 4 — TRO London Authentication
After the FCDO paper apostille has been attached, a marriage certificate intended for use in Taiwan may need further authentication by the Taipei Representative Office in the United Kingdom.
Applicants sometimes search for “Taiwan Embassy legalisation in London”. The formal office name is the Taipei Representative Office in the U.K., commonly shortened to TRO London.
The TRO’s official authentication section specifically identifies marriage, birth, death and no-impediment certificates as document categories for authentication. Its marriage-certificate guidance states that the relevant document must first receive an FCDO paper-based apostille before TRO submission.
The Correct Sequence
For an official England and Wales marriage certificate, the normal sequence is:
Official GRO or register-office marriage certificate
↓
UK FCDO paper apostille
↓
TRO London authentication
↓
DHL return or delivery to Taiwan
Apostille and TRO authentication are separate processes carried out by separate authorities.

TRO London or TRO Edinburgh?
The correct office should be confirmed before submission.
TRO London states that it accepts authentication applications relating to documents from southern Britain, including Guernsey and Jersey, and Northern Ireland. Documents associated with areas within the Edinburgh office’s jurisdiction require a different submission route.
For a standard marriage certificate issued centrally by the England and Wales GRO, we review the issuing information and confirm the appropriate office before preparing the application.
Do not choose the office solely by reference to:
- the applicant’s nationality;
- where the applicant currently lives;
- where the document will ultimately be used; or
- where the wedding ceremony took place without checking the issuing details.

What the Client Normally Needs to Provide
The client will normally need to provide:
- a clear scan of the marriage certificate for preliminary review;
- the physical official marriage certificate;
- the full names of both spouses;
- a clear passport copy;
- confirmation of the Taiwan authority requesting the document;
- the intended purpose of use;
- the signed TRO application form;
- the signed TRO authorisation letter;
- the required representative-authority documents; and
- the final delivery address and telephone number.
Additional documents may be necessary where:
- either spouse has changed their name;
- the passport name differs from the marriage certificate;
- a representative signs or submits the application;
- the certificate relates to a previous marriage;
- the receiving authority requires proof of current marital status;
- a Chinese translation is required; or
- the marriage certificate forms part of a wider immigration or family-registration application.
Is TRO Authentication the Same as Apostille?
No.
The FCDO apostille authenticates the relevant UK public signature, stamp or seal.
The TRO authentication is the subsequent Taiwan-facing authentication of the already apostilled certificate.
A certificate carrying only an FCDO apostille has not completed TRO authentication.
Applicants should ask the Taiwan authority whether it requires:
- the official marriage certificate alone;
- the marriage certificate with an FCDO paper apostille;
- the apostilled certificate followed by TRO authentication;
- a Chinese translation; or
- additional marital-status or identity documents.
Does TRO Authentication Confirm That the Marriage Is Still Valid?
TRO authentication confirms the document-authentication chain. It does not normally provide a separate legal opinion on whether:
- the marriage remains subsisting;
- either party has obtained a divorce elsewhere;
- the marriage is recognised for every Taiwan legal purpose;
- either spouse qualifies for a visa or residence status; or
- the document satisfies a particular Taiwan registration deadline.
Where the receiving authority needs proof that no divorce has occurred, a historic marriage certificate alone may not answer that question. The authority may request separate evidence.
Does the Marriage Certificate Need a Chinese Translation?
Apostille, TRO authentication and translation are separate matters.
Whether a Chinese translation is required depends on the Taiwan authority receiving the document. The applicant should confirm:
- whether English is accepted;
- whether the translation can be completed in Taiwan;
- whether a UK-prepared translation needs separate certification;
- whether the translation must also be apostilled or authenticated; and
- whether the names must follow a particular Chinese transliteration.
Typical Processing Timeline
GRO Certificate With Reference
The GRO currently states that a standard certificate ordered with the index reference is sent four days after the application. Delivery time is additional.
GRO Certificate Without Reference
The GRO currently states that the certificate is sent 15 working days after the application, and an additional search fee applies.
GRO Priority Certificate
Where ordered by 4pm, the GRO priority certificate is normally sent the next working day.
Express FCDO Paper Apostille
Ginkgo Advisory’s express paper-apostille stage is normally completed within approximately two working days after receipt of the eligible physical certificate.
TRO London Authentication
TRO authentication has a separate processing period beginning after the office receives and accepts the correctly prepared application.
DHL Delivery
International courier delivery requires additional time and can be affected by destination, local customs procedures and recipient availability.

Common Mistakes That Cause Delays
1. Searching for Marriages in the GRO Historic Birth-and-Death Index
The current free GRO historic index advertised on GOV.UK covers births and deaths, not marriages. Start with FreeBMD or FamilySearch for marriage references.
2. Treating an Index Result as the Certificate
The index reference is only a locator. It cannot receive an apostille or TRO authentication.
3. Assuming Two Names on the Same Page Must Be Married to Each Other
For earlier records, one index page can contain several couples. Matching the same district, volume and page is useful, but further checking may be required.
4. Searching Only One Spouse
Spelling errors, former names and indexing differences can cause one search to fail. Search both spouses and compare the results.
5. Ordering Without a Reference Where Names Are Common
The GRO can search without a reference, but it costs more and takes longer under the standard route.
6. Ordering a Religious or Commemorative Certificate
The receiving authority may require the official civil certificate rather than a ceremonial document.
7. Sending an Ordinary Photocopy to the FCDO
The correct document is normally an official paper marriage certificate.
8. Applying for an e-Apostille
Marriage certificates are expressly excluded from the FCDO e-Apostille service.
9. Using the Old 15-Working-Day FCDO Estimate
The public standard paper-apostille service is currently stated as usually taking up to 25 working days, plus delivery.
10. Assuming the Apostille Is the Final Taiwan Stage
The apostilled certificate must proceed to the Taipei Representative Office.

Where a passport, previous marriage record or legal name-change document shows a different name, the Taiwan authority may require evidence linking the records.
14. Failing to Check Translation Requirements
TRO authentication does not automatically create or authenticate a Chinese translation.

The FCDO does not impose one universal rule requiring every marriage certificate to have been issued within a particular recent period. The Taiwan authority may, however, impose its own recency requirement.
Does a Marriage Certificate Prove That the Couple Has Not Divorced?
Not necessarily. A marriage certificate records the marriage. It is not automatically evidence that no subsequent divorce or annulment has occurred.
Is a Chinese Translation Required?
That depends on the Taiwan authority receiving the document. Translation, apostille and TRO authentication are separate processes.
Can You Authenticate a Church or Religious Marriage Certificate?
The document must first be reviewed. If it is not the official civil marriage certificate, it may require a different preparation route or may not satisfy the receiving authority.
Can You Return the Completed Certificate Directly to Taiwan?
