Can a UK NHS Vaccination Record Be Apostilled?

A UK vaccination record can generally be prepared for an apostille, but the correct method depends on how the record was issued.

Some parents receive a paper immunisation history from their child’s GP. Others may have information in the child’s Red Book, eRedbook, NHS records, school immunisation correspondence or records held by a Child Health Information Service. These sources do not always contain exactly the same information.

The FCDO can legalise certain documents carrying the signature of a registered doctor. It can also legalise other documents after a UK solicitor or notary has certified them. Therefore, when an NHS vaccination record is a printout, downloaded file or unsigned record, solicitor verification and certification may be required before the FCDO can attach an apostille.

Obtaining a Complete NHS Vaccination History

The first step is to obtain the clearest and most complete vaccination record available.

Depending on the child’s age and where the vaccinations took place, the information may be available from:

• the child’s GP surgery;
• the paper Red Book;
• eRedbook;
• the NHS App or another NHS patient-record system;
• a school-aged immunisation service;
• vaccination confirmation emails; or
• the relevant Child Health Information Service.

Parents should not assume that a school immunisation provider holds the child’s complete history. For example, Oxford Health explains that its school-aged immunisation service can provide only the vaccinations administered by that service. It directs parents to the child’s GP for a complete record and notes that the local Child Health Information Service may also hold an immunisation history.

A clear GP-issued vaccination history is therefore a useful starting point. The document should ideally show the child’s full name, date of birth, vaccination names, dates administered and details of the issuing GP practice or NHS organisation.

Can eRedbook Be Used for Verification?

Where available, eRedbook can provide useful supporting evidence. It allows parents to access a child’s health information and can store immunisation, screening and health-review records. Parents can also share access with another parent or carer.

However, an eRedbook screen is not automatically the final document that receives the apostille. In this type of case, we may use the live eRedbook information to help verify that the vaccination record supplied for certification matches the available electronic health record.

The parent may therefore need to show us the relevant eRedbook account and vaccination entries. We will compare the information against the document to be certified and determine whether any further evidence is required.

Where eRedbook does not show the full vaccination history, we may ask for a GP record, NHS letter, Red Book entries or another official source.

Why Solicitor Verification Comes Before Certification

Verification and certification are related but different stages.

Solicitor verification involves checking the apparent source and contents of the vaccination document against reliable supporting evidence. For example, we may compare the document with the parent’s live eRedbook record, an NHS account, a GP-issued record or correspondence from the issuing healthcare provider.

Solicitor certification is the formal step in which the solicitor signs and certifies the paper document using wording appropriate for the subsequent FCDO and TRO applications.

This distinction is important. A basic statement that a photocopy resembles another photocopy may not adequately address the authenticity of a downloaded or electronically generated vaccination record. The document must be prepared in a form suitable for the complete legalisation chain.

What the FCDO Apostille Confirms

After solicitor certification, we submit the paper document to the UK Foreign, Commonwealth & Development Office Legalisation Office.

The FCDO checks whether the solicitor’s signature, stamp or seal matches its records. If the check is successful, it attaches an official apostille certificate to the paper document. The FCDO recognises documents certified by UK public officials, including practising UK solicitors and notaries.

An apostille does not independently confirm that a child received every vaccination listed. Its legal function is to authenticate the relevant signature, the capacity in which the signatory acted and, where applicable, the seal or stamp appearing on the document.

That is why the earlier solicitor-verification stage matters. It allows the solicitor to carry out an appropriate review before placing the professional certification on the record.

Taipei Representative Office Authentication in London

After the FCDO apostille has been attached, the document proceeds to the Taipei Representative Office in the UK, commonly abbreviated to TRO.

Some applicants informally search for “Taiwan Embassy legalisation in London”. However, the correct office name is the Taipei Representative Office in the UK. It operates a document-authentication service through its Consular Division.

For a vaccination record issued in Oxfordshire or another part of southern Britain, the London office will ordinarily be the relevant TRO office. The TRO states that its London authentication jurisdiction includes southern Britain, Guernsey, Jersey and Northern Ireland. The issuing location should still be checked before submission.

TRO authentication is a separate stage after the UK apostille. It prepares the apostilled UK document for presentation to the relevant authority in Taiwan. It is document authentication, not a medical examination or clinical assessment.
